Function

Under the direction of the CSU Manager, the CSU Coordinator plans and executes all integrated Commissioning & Startup activities to ensure the safe and efficient completion of project commissioning strategies in a controlled sequence safeguarding personnel, assets, and the environment. Ensures alignment with Project, Engineering, Construction, Preservation, Pre-commissioning, Commissioning, and planned start-up strategies. Supervises commissioning discipline technicians, vendors, and contractors.

HSE

  • Adheres to all Project site-specific safety directives, initiatives, standards, policies, procedures and communicates awareness to the Commissioning Team. Completes all basic safety training required.
  • Acts as a Safety Ambassador, planning and participating as a proactive Safety leader in all site safety drills and practices. Actively participates in regular site inspections, safety meetings and tool-box sessions. Monitors progress of required corrective safety actions to eliminate repeat hazards.
  • Ensures all accidents/incidents are promptly reported, investigated and corrective actions taken to eliminate recurrence. Promotes safety awareness through the entire project, at all levels.
  • Implements and communicates Risk Assessment processes such as: Job Safety Assessments, Risk Reviews, Health Hazard Assessments, etc)
  • Understands and integrates Safe Work Practices associated with Commissioning and Startup activities including confined space, fall protection, work permits, gas testing, system cleaning, etc.
  • Understands engineering HAZOP processes and impacts on safe operation.
  • Understands Process Safety Management, and the Operations Readiness Inspection (PSSR) philosophy and actively engages in fulfilling requirements.

Commissioning

  • Coordinates and orchestrates all integrated Commissioning & Startup activities to ensure safe and efficient completion of system validation.
  • Collaborates with Project, Engineering, Construction, Quality, Procurement and Operations to ensure a successful, safe startup of the facility over the full spectrum of the project from initial Project stage to final Operations stabilization.
  • Be an active part of an integrated field leadership team; planning, managing, and preparing equipment and systems for first time start-up. Collates progress reports from all disciplines for daily reporting to the CSU Manager.
  • Understands the Completions process, identifies system scoping requirements and priorities. Understands and participates in the Inspections, System Walkdowns, Punchlist and Mitigation Plan, and manages the Test Records and documentation process as required under the CMS Plan.
  • Develops, and team review/edits Commissioning Plans, Site Work Instruction Manuals (SWIM’s) and CSU Procedures in line with the Commissioning strategy.
  • Able to read P&ID’s, Isometric, SLD’s and Loop Diagrams and converse with various disciplines and track any red-line changes.
  • Identify, schedule, and manage vendors and contractor needs while on-site, and monitor progress.
  • Ensures proper CSU documentation is collected, filed, and archived according to standard practice.
  • Coordinates & executes commissioning activities in accordance with the Commissioning Execution Plan and team directives.
  • Gains understanding and proactively learns new technology and a wide array of plant systems including electrical, piping, mechanical, controls, instrumentation, and automation systems.
  • Acts as Process subject matter expert and mentor to the Project Team, as Commissioning and Startup activities progress. Shares CSU experience, opinions, and knowledge. Teach and mentor less experienced members of the team.
  • Directs the “Tiger Team” in deficiency mitigation.
  • Other duties as assigned.

Project Management

  • Regularly monitors and real-time reports on commissioning progress and execution under his/her control.
  • Develops and implement mitigation plans in conjunction with the CSU Manager to “correct to schedule” any lagging events. Identifies schedule conflicts and understands system priorities.
  • Relates time phased budgets to commissioning systems/subsystems.
  • Understands technical performance, schedule, and budget parameters.

Requirements

  • (Academic, Professional): Power Engineer (min 3rd Class), or Journeyman Interprovincial Red Seal, or Process Technician/ Technologist or Professional Process Engineer required or equivalent experience in a similar role.
  • Experience (Role and Industry Specific): 10 years’ work experience; 5 years leading commissioning and start-up activities.
  • Experience in Commissioning & Startup of industrial gas, power generation, and chemical facilities, cryogenic technologies, air separation, syngas, and CO2 capture preferred.
  • Strong mechanical background commissioning and operating piping, pumps, compressors, exchangers, boilers, turbines, and other process equipment. Familiar with refrigeration, gases, and distillation. High level of understanding of pressure vessels, relief devices, and safe operation of pressure piping and equipment.
  • Experience with major industrial suppliers’ high expectation of corporate safety and environmental directives and requirements.
  • Required Safety Certification (OSSA & CSTS): Construction Safety Training System CSTS-20, Basic Scaffold Safety (CSTS-20), Fall Protection, Confined Space Entry & Monitoring, WHMIS, H2S Alive.
