PURPOSE: Reporting to the Associate Director of Housing, the purpose of the Housing Asset & Project Manager is to oversee housing maintenance operations, capital projects, renovations and contractor coordination for on-reserve housing initiatives. The position provides supervision and support to maintenance and administrative staff while ensuring projects are completed in accordance with organizational standards, budgets, timelines and applicable policies and procedures. The Housing Asset & Project Manager will support the delivery of safe, sustainable and effective housing services to community members through project coordination, asset management, quality control and administrative oversight. This is a full-time, 1-year term position that works primarily in an office environment with moderate local travel required.
COMPENSATION AND BENEFITS: The position includes paid training, paid vacation and paid sick leave/personal leave. Depending on experience, the position starts at $52.73 - $56.48 per hour ($95,970.43- $102,789.44 annually).
RESPONSIBILITIES
Supervise Maintenance, Asset and Project Staff
· Participate in recruitment, onboarding, orientation and training of team members
· Provide supervision, guidance, mentorship and support to staff
· Complete performance evaluations and support employee development planning
· Approve leave requests, schedules and training opportunities
· Address employee concerns and support performance management processes in accordance with organizational policies and procedures
· Ensure staff compliance with internal policies, safety standards, operational procedures and service expectations
· Coordinate, prioritize and assign daily maintenance requests and project-related work
· Monitor workloads and schedules to support timely service delivery to community members
· Support a collaborative, respectful and culturally safe work environment
· Other related duties as required
Coordinate Housing Projects and Asset Management Activities
· Coordinate and monitor housing construction, renovation, repair and maintenance projects
· Support quality control processes throughout project planning, construction and completion stages
· Receive, review and evaluate contractor bids and recommend contractors based on project requirements, qualifications, pricing, timelines and past performance
· Prepare, coordinate and manage project and renovation contracts
· Monitor project budgets, invoices, expenditures, coding and cash flow reporting
· Prepare funding applications, supporting documentation and project reports, including CMHC and related housing program submissions
· Assist with the preparation of Band Council Resolutions and supporting materials as required
· Review and coordinate project change orders, deficiencies and contractor follow-up throughout projects
· Coordinate with internal departments, consultants, contractors, utilities and external agencies to support project approvals and completion requirements
· Conduct housing inspections and assessments and prepare reports and recommendations regarding repairs, maintenance and construction requirements
· Educate and communicate with community members regarding housing processes, project timelines, maintenance expectations and program requirements
· Support tracking and monitoring of housing infrastructure systems, including septic systems and related assets
· Maintain accurate project, inspection, contractor and asset management records
· Other related duties as required
Provide Administrative and Program Support
· Prepare reports, correspondence, inspection documentation, meeting materials and other program related documents
· Attend and participate in departmental meetings, committees and working groups
· Prepare agenda materials, updates and reports for the Housing Committee and leadership as required
· Maintain organized physical and electronic records, files and project documentation
· Support procurement, documentation tracking and general administrative processes
· Respond to inquiries and provide information and referrals to community members, contractors and partner organizations as appropriate
· Support continuous improvement initiatives related to housing operations, project coordination and service delivery
· Other related duties as required
EDUCATION AND EXPERIENCE:(please attach all required documents)
· Bachelor’s Degree in Business Administration, Public Administration, Construction Management, Urban Planning, Project Management, or a related field
· Technical certification or training in construction, housing, asset management or a related field is considered an asset
· Minimum 5 years’ related experience in project management, housing, construction, maintenance or asset management
· Minimum 2 years’ supervisory or leadership experience coordinating staff, contractors or multi-disciplinary projects
· Experience working within or alongside Indigenous communities is required
· An equivalent combination of education, training and experience may be considered
· Valid BC Class 5 Driver’s License and reliable vehicle required
· Satisfactory Criminal Record Check (C.R.C)
KNOWLEDGE, SKILLS, AND ABILITIES:
· Strong written, verbal, interpersonal skills

· Demonstrated leadership, supervisory, team-building problem-solving abilities and conflict resolution skills
· Knowledge of project planning, construction coordination, maintenance operations and asset management practices
· Knowledge of budgeting, procurement, contract administration and financial tracking processes
· Knowledge of residential construction methods, building systems, building codes and construction trades
· Knowledge of preventative maintenance practices and housing maintenance operations
· Knowledge of Cowichan Tribes organizational structure, programs, services and community resources
· Knowledge of housing agreements and funding programs, including CMHC and Indigenous Services Canada programs
· Knowledge of Cowichan culture, teachings, Snuw’uy’ulh, and the Hul’q’umi’num’ language or a willingness to learn
· Proficiency with Microsoft Office applications and project tracking systems and software
· Ability to manage multiple priorities, projects and deadlines in a fast-paced environment
· Ability to communicate and work respectfully with community members, contractors, staff and external partners
· Ability to maintain professionalism, confidentiality and sound judgment in sensitive situations
· Ability to represent Cowichan Tribes in a respectful and professional manner
